Data transparency and certification

CONAI makes its unique wealth of data and information increasingly available to institutions and various stakeholders: from placement on the market to data relating to waste management at the local level, including calculation methods and the related results in terms of environmental benefits of the packaging waste recovery chain at the national level.

Transparency

It ensures transparency and streamlining of the information flow for packaging supply chains, enabling accurate reporting of national recycling and recovery performance.

Continuous updates

All data reporting methods of the CONAI EPR Organisation are continuously updated to the highest quality standards and validated annually by an accredited third party.

National Programme for Data Validation (EPR Packaging System)

To support achievement of the recycling targets established by legislation, CONAI has developed a voluntary project to have a specialised third party validate the procedures used to determine data on packaging placed on the market, and on the recycling and recovery of packaging and packaging waste.
The initiative, launched in 2006 under the name “Obiettivo Riciclo”, involves CONAI, the Packaging Material Consortia, Self‑compliant EPR Organisation CONIP, a certification body (rotated periodically to ensure maximum independence) and a team of experts for each packaging material.
The verification scheme includes:

  • the UNI 11914 standard, which defines a management system for determining the quantities of packaging waste produced, recycled and recovered with energy production;
  • the Regulations, which set out the procedures and execution of the required checks and the possible outcomes;
  • the Specifications of individual participating entities, which describe how each operator applies the General Criteria in practice in its operational procedures.

  • analysis of compliance between UNI 11914 and the individual specifications of participating entities;
  • on-site audits to verify that procedures are being implemented correctly;
  • witness verification to test the effectiveness of the checks carried out on the various parties involved in providing primary data used to calculate quantities placed on the market, recycled or recovered;
  • focus areas tailored to individual participating entities, introduced from 2023 and designed to analyse particularly relevant and current topics in light of developments in reporting systems.

Integrated Management System

CONAI is a certified organisation in compliance with the requirements of Regulation (EC) 1221/2009 (EMAS III IT 001784), the UNI EN ISO 14001 reference standard and reference practice 125:2022. In line with the functions assigned to CONAI under the applicable regulatory framework, the purpose and scope of the IMS are defined as: “Activities to support member firms and the public administration (IAF 39, 24)”. The key tools of CONAI’s IMS are: ESG Policy, Charter of Values, Environmental Analysis, Environmental Programme, Environmental Statement, Strategic Plan, management procedures, operating procedures and forms.
