ANCI–CONAI Database and Observatory

Data collection and management

The ANCI–CONAI Database and the Local Authorities Observatory are two specific tools introduced by the Framework Agreement. Their purpose is to gather the main data relating to municipal waste management in Italian municipalities, providing a useful dataset for subsequent analysis. The first outcome is to make valuable information available to municipalities to help them monitor their own performance standards.

Operationally, all parties involved in the Framework Agreement – both contracting municipalities and the Packaging Material Consortia – are required to periodically submit their data to the entity that manages the database operationally.

Local Authorities Observatory: monitoring and support

Thanks to the data collected, together with other information and the support of sector experts, a Local Authorities Observatory on Separate Collection has been established. It serves as a reference point for administrations and as a knowledge and support tool for developing separate collection systems and improving the management of urban hygiene services.

The Observatory’s main objective is to provide municipalities with data on separate collection and on the quality of waste management services, enabling faster interventions or checks on separate collection systems.
