LOCAL AUTHORITIES
As part of its mission to achieve recycling and recovery targets for packaging waste, CONAI pays particular attention to packaging waste included in municipal waste, which is exclusively managed by municipalities and their associations. Municipal packaging waste typically faces greater challenges than non-municipal/special packaging waste, sent to recycling and recovery according to the collection costs involved.
The ANCI–CONAI Framework Agreement is a tool that merits particular attention.
Other tools are also available to support municipalities in local communication and in establishing suitable waste‑management systems in areas that are lagging behind.
CONAI also focuses on the broader conditions that support correct waste management at local level, through collaborations with Regions and supra‑municipal authorities.
An understanding of the tools that can be adopted by municipalities or waste management companies, including proper application of the ANCI–CONAI Framework Agreement, is an important factor in correctly managing waste at the local level. CONAI pays particular attention to local communication projects, especially those accompanying the introduction of new separate collection systems for packaging waste. Financial resources are available to support municipalities facing challenges or undertaking efforts to improve collection quality.
To support local communication activities, CONAI provides two separate tools.
Collaborations with regions, provinces and metropolitan areas aimed at monitoring collection systems, the quality of delivered material and collection flows. The objective is to improve the quality of separate collection, maintain strong citizen engagement and monitor the flow of waste through to recycling, ensuring certainty that collected materials are effectively recycled.

The ANCI–CONAI Database and the Local Authorities Observatory collect the main data relating to municipal waste management in Italian municipalities, providing a useful dataset for subsequent analysis. All parties involved in the Framework Agreement are required to periodically submit their data to the entity that manages the database.
